The Norwich Housing Authority is comprised of 102 public housing units with the mission of providing decent, safe, and affordable housing to low-income households. The NHA also provides Section 8 rental assistance vouchers for eligible households.
NOTE - The housing authority is not an emergency service, we work off an established waiting list for individuals who apply and appear to initially meet the specific criteria for admission. Waiting lists can vary but often times are greater than six months. We often get individuals who are needlessly directed to contact us on a regular basis. In addition; we are unable by HUD regulations to accept individuals who are lifetime registered sex offenders, have been convicted of certain drug offenses, convicted of violent offenses or have a repeated history of crimes against persons and/or property.
Peacock Park Manor:
Provides income-based subsidized housing for elderly, handicapped, and disabled applicants. There are 62 units, a combination of studio, one, and two-bedroom units.
For ease of access there are laundry rooms on each floor, wide hallways, graduated stairways, handicapped accessible ramps, and an elevator.
Applicants must meet the following criteria: 62 years of age or older, receiving Social Security Disability or Supplemental Security Income benefits, or have a verification of disability status confirmed by a professional who is actively treating the diagnosis of the resident. Applicants' eligibility is also determined by the program income limits as set by the Department of Housing and Urban Development. Applicant eligibility is also determined by criminal history and prior landlord references.
Bordentown Circle:
Consists of 40 townhouse style units, serving income-based subsidized housing to two- or three-bedroom families.
Applicants must meet the following criteria: The household composition must meet the need for a two or three-bedroom apartment; and the family must be within the program income limits as defined by the Department of Housing and Urban Development. Applicant eligibility is also determined by criminal history and prior landlord references.
Section 8 Housing Choice Voucher Program:
Provides income-based rental subsidies to voucher holders renting from private landlords within the city limits of Norwich, New York.
Applicants must meet the following criteria: The household must meet the program income limits, and must be found eligible following a background check.
Application Process:
Applications are received online through the applicant portal. Applicants will be expected to complete a paper application; submit required verifications as well as provide current income and asset information for the purposes of determining income eligibility. The Norwich Housing Authority will conduct a background check to determine eligibility on the basis of criminal history, prior rental history, and debts owed to other housing authorities.

The Norwich Housing Authority is involved with several other agencies in and around the community to improve the lives of our residents. This includes Chenango Housing Council, The Continuum of Care for Broome, Cortland, Chenango, Delaware, Tioga and Otsego Counties, Opportunities for Chenango, Improve Norwich Now (I.N.N), The Impact Project.
The Norwich Housing Authority provides housing assistance to low income families through the Section 8 and Public Housing programs.
